I assume you're referring to all the grey on the map. Well, in my experience, the grey means "OMG 10x WORSE THAN RED!!!"
The few times I looked at the map and saw grey and decided to go that way anyway...turned out to be like an hour wait to go 2 miles. So yeah, I think in those cases, there's just not enough info for whatever it is that determines those speeds and such to go on and just says "no data," when it should just say "reder than fuck."
In other words, when I see grey on the map now, I avoid that area at all costs. Red means < 20mph whereas grey must mean 0mph.
