Note: This is very image heavy!
First you'll want to find your base image. I chose the
cover of the Sailormoon Volume Infinity artbook. Crop it as you wish and size it down. Sharpen if needed.
As the image I chose was quite light, I duplicated the base and set this to Linear Burn at about 25%. Then make a new layer and fill with a dark navy blue and set to Exclusion.
Now we're going to start the main work now that your base is prepped. All textures I used for this (and there's a lot) are by
colorfilter. I used textures as the main coloring tool here. So we'll start out with 2 texture layers.

Duplicate your base and bring the copy to the top. Set this to Multiply at 65%.
Create a New Layer, and Apply Image (in PSP or other programs, copy-merged and paste as a new layer). Desaturate this layer, and go to Hue/Saturation and select Colorize. Make this layer a pink color.

Now we shall do 2 Selective Color layers
For the first:
Reds:
Cyan -100
Yellow +100
Yellows:
Cyan -100
Yellow +100
Neutrals:
Cyan +39
Yellow -36
For the second:
Reds:
Cyan -55
Yellow +51
Yellows:
Cyan -43
Yellow -51
Neutrals:
Cyan +25
Yellow -30
Make a new layer and fill with a very light blue color, and set this to Color Burn at 100%. Duplicate this layer, and set to Color Burn 50%.
Now, make a new layer and fill it with a light orange color. Set this to Soft Light 100%. Make a new layer and fill with a lighter shade of the orange, and set this to Color Burn 100%, then duplicate this and set the copy to Color Burn 50%.
Make a new layer and select a pale pink color. Fill the layer with this color and set to Multiply 30%. Duplicate the pink layer and set this to Color Burn 50%.
Make a new layer and Apply Image again. Desaturate this layer and set to Normal at 50%.
Alright, time to break out the textures again. From here on out, it's entirely trial and error -- I got the look I did entirely by mistake. So just experiment around and see what you get.
By the way, you may have noticed that I never merge my layers. Trust me, this is a very good habit. It makes it very easy to check to see what you did, and it also makes it very easy to change or fix things. There's really no point in merging layers, and I suggest that you don't.

See, we're starting to get the light shiny coloring that is the end result. Still not quite there yet though. It's a bit dark right now, but it's nearly finished.

Just about done! I think that the details are a bit faded, though. So make a new layer and Apply Image. Set this to Multiply 40%.
Then you just need to add text and a border if so you wish, and you're done!
