Having an oldest child with Aspergers, I don't think you can really force them to feel anything. They just have a harder time getting things that aren't "logical"... And toddlers embody "not logical" LOL.

I think you explaining social conventions to her like you are doing is actually the right path, as kids in the spectrum seem to relate much more clearly when there are "rules", and even if they can't fully empathize with what others are feeling, having it explained to them that there might be feelings and the various methods society expects us respond to those feelings helps them build the templates in their heads that they relate to the world with.

Once Z is older and more communicative, it's possible she and Tempest will be able to find a common ground since you as a family are modeling various types of close familial relationships for them.
