Is she still taking two naps a day? Maybe she's ready to go down to one. The fact that she's waking up the same time every night could be a clue that she's ready for a change in routine.
You might want to ask someone who has a little more experience with this to make sure. I read in Babywise II that it's a common reason for nightwaking (I tried to look it up again, but couldn't find it).
I've actually be wondering about when to drop a nap too...
Hi there, my son dropped to one nap a day around 11 months. I was scared about it because I thought he would be a beast. But actually, his nap was longer (around 3 hours) and he slept from 7pm until 9am.
Give it a shot for a few days and see if it helps. If the days become unbearable we might need to rethink it.

I have two daughters they are 10 months apart... My oldest is about to turn three and my youngest just turned two...I know exactly what you are going through because I was pregnant with my second daughter a month after my first. I had the same problem with minimal help...I know how important it is for sleep...
So this is what I did...
Cut the second nap... When she woke up I would wait a while before I ran in there... Everytime she woke up I would wait longer each time, extending the waiting time by a couple minutes each time.... Sometimes I would just let the baby cry it out.. my doctor said that babies have stress and it is good for them to relieve it...(think about how hard it would be to want something and not be able to say anything...want to grab something but can't get to it)... If you know the baby is changed and fed...no need to run in there...
My reccomendation would be being that your baby is getting older is let the baby cry a while so he/she can learn to self-soothe.

1pm - lunch
4:30pm - nap
6pm - supper
8pm - snack
