Honestly, with my experiences? It's the fandom. It was a fad canon, since I am 90% sure you mean Papers, Please. Notice how quickly it boomed and died out? I mean, you can have fun with it, but you're not likely to get much in the way of roleplay unless you're willing to, you know, tag cross-canon. And a lot of it.
Wow, I didn't know that a couple of people could guess my fandom already. But I'm relieved to hear that it doesn't seem to be my fault I'm not getting enough notes. I just really love my OCs and want to play with them more. But I should be grateful for the interaction I am getting, however small it is.
Maybe I would have fun with crossovers or AU with my OCs in another 'verse. I could try it.
For what it's worth, the two users who have responded to me are wonderful people IC and OOC and I wouldn't trade them for anything.
To be fair, there's really only one well-known game like that. The Steam part only serves to further give it away. And, yeah, Tumblr's hard to get action on even with the solid fandoms.
If you're interested in crossovers and non-fandom OCs and AUs and all that jazz, I can introduce you to my Tumblr RP circle (the weareadventurers collective), the members of which are welcoming, enthusiastic, and eager to play with ALL kinds of characters.
Our primary 'verse is something D&D-ish, given the collective's origins as "blogs dedicated to the different classes", but again, AUs happen.
I'd say it's a mix. I kinda figured it was Papers, Please, and didn't even know it had a RP fandom for it. In my group it explored for like. 2-3 weeks, and then we moved on to something else. Tumblr IS hard to RP on thought. I ran a Homestuck RP blog, and even then it was hard to get hits at the height of the fandom.

Ahh, I really like the premise of the game, and the world, like there is so much storytelling potential that it's unreal!
I guess I'm one of the few who sees it though. D:
