Idealogical terrorism is also terrorism.

Acts intended to create terror which are perpetrated for some goal, not just political or monetary. Any person or group which is deliberately targeting non-combatants is a terrorist.

A terrorist is nothing more than a person who deals fear to the masses.

I'm afraid that's the thing, sir. As I said, I don't know if this is idealogical terrorism.

Idealogical requires and ideology, a thing which I fear may be missing here. It is simply... killing for the sake of killing.

Think of a child with a magnifying class, burning ants. That is... more akin to what the Joker is, what we may be dealing with.

Killing for the sake of killing is also an idealogical school, sir. Pardon my rudeness, but I don't give a damn who or what your Joker is, I am well-trained to deal with a terrorist situation, and one has occurred.

Beyond that, you shouldn't play split threads with emotionally charged terms.

If you believe so sir, I wouldn't question your credentials without actually having met you before. During my time working for MI6, my handlers always indicated to me that such differences could matter quite, I suppose it's a habit that wore off on me.

The Joker is in all likelihood the one behind the laughing poison. Quite a dangerous individual, he had claimed the town home as his... stage, if you will.

I suppose I was using the term from American English, terrorism simply meaning to cause fear in a certain population.

If you have experience dealing with this sort of thing, I'd like to hear what your expertise has to say on the matter.

If it is indeed fear they want. It might just be to kill.

I've... had a long, interesting life, some of it with classified work with MI6. And I've lived Gotham for quite some time. It's taught me quite a bit about human nature.

Terrorism, in what I've seen comes with... a message, of some sort. An indication of what direction they want the frightened running to.

We don't use that word a lot in my world... But this was deliberate, with no reason, with no specific target. That they just want that is possible.
