First of all, you were in Philly and didn't tell me. FAIL.
Secondly, I've given homeless in Philly other things than money, but it's usually food items. One time I was in the Gallery (Market St.) and eating a big soft pretzel, one of the homeless asked me for money and I gave him the rest of my pretzel. Another time I was in the subway tunnel below Broad and Market, a homeless guy asked me for money. I went into the Burger King and bought him a Croissan'wich breakfast meal.
I've never offered soap, but I can assure you, that's not a bad thing to offer. The people around you may not have thought you were very nice but believe me, the guy you gave it to probably loved it. Cinnamon soap smells way better than the handsoap in the public restroom at the subway station.
