I hate cover letters, too. I usually try to come up with one I can use for similar jobs I'm applying to, and then change out the relevant information. But sometimes, you just have to do an original one for each thing. Unfortunately, yes, they do read them. I always try to start mine with something grabby, so they want to read more.
Like, "I know what your company wants, and I am just the person you are looking for. My name is Karen Diaz, and I......."
It doesn't have to be snazzy at all. Just formal. Check out the rough skeleton of a cover letter that I wrote to snag my current job. No joke, this was exactly how I wrote it.
...more or less.

Dear ____:
I am writing in regards to the ____ position that you have recently advertised. I was told about this position from (some paper, craigslist, name and title of person, cocktail napkin).
I am currently (if you're employed, state your current position and where ; if not, then explain how you recently "finished" a stint at your previous place of employment). (Here, talk about stuff that you did at your previous job that would pertain to this new job. Don't repeat your resume. One to three sentences is fine
