My first suggestion would be The Imaginarium of Dr. Parnassus. It would definitely qualify for the Hugos.

I'm not sure if Micmacs would qualify, but it was great.

Both Micmacs (which I have now seen) and The Imaginarium of Doctor Parnassus (which I have yet to see -- but will) debuted in the final week of 2009. Splice, on the other hand, was a film from 2010.
