I do believe that legally, even with sirens on and in pursuit, police cars are not technically allowed to run red lights or to speed. They *do* and we all accept that they do, but they aren't supposed to. The driver is definitely at fault. (The pedestrian's at fault for being a rude dumb-ass, but legally the driver is at fault.)

Whoops, I should have said: I *know* that's the law for fire engines, and assume it applies to police cars as well.

I think you're slightly off. I believe fire engines are *permitted* to run red lights and speed when using their lights, but they are still required to ensure that the intersection is clear, and are liable for any accidents caused by doing so.

Believe the officer would be at fault, though, yes.
