Are the shimmer sticks pens/markers? Or are they eyeshadows or something?

Taiwanese Shimmer Sticks are eyeliners.
For more information you can just google 'Taiwanese shimmer sticks'. There's a lot of tutorial on youtube on how to use them, as well as a few forums that discuss them.
