There is an interesting Rand study called Russia's Air Power at the Crossroads that says pretty much the same thing.

But isn't a weak but internally stable Russia a good thing for everyone else? I am sure the Poles are happy. I read that they were keen to send troops to Iraq because they really want the US on their side.
