Ability, if any: He can talk to coyotes. Which is useful a whole lot of never. Turner also has a knack for riding horses, but again he has little interest.
Status: He's the type of guy to walk around reminding people he's Pecos Bill just to get them off his back or shut the hell up. So yeah, people know.

History:
Born in Santa Monica to a upper class suburban family, Turner lived and breathed California culture. He surfed, skated, ate sushi and generally did as little work as he could manage. At a young age he picked up the guitar and found that he was not only naturally talented, but it was something he really enjoyed doing. Turner didn't have trouble attracting friends or girls, but being a skilled guitarist helped a great deal.

Unfortunately, he wasn't happy just learning how to play Sublime songs to impress his friends. Turner was wrapped up in the LA music scene by the time he was in High School and gradually started to become more and more snobbish about it. He lost friends because they didn't think Rancid was commercialized and he pissed off girls because he couldn't believe they didn't know every song by Bikini Kill. The once generically popular boy broke off from his clique and began earning the respect of other music hipsters until he gradually became their leader. He was the best guitarist in the West, after all, and anyone who didn't think he was hot shit was just out of luck.

He was in a couple bands, but people learned very quickly that if he didn't get creative control he lost his shit. Despite the fact that he didn't take much else seriously, if he didn't like how the band sounded Turner would be up at all hours of the night trying to improve it. He didn't care about lyrics, bad lyrics could be covered up by the sound of a guitar, but he couldn't keep his cool if his bandmates didn't want to put up with yet another one minute guitar solo.

By the time he graduated and started to attend UCLA, Turner had been in six different bands and had either destroyed or had been kicked out of all of them. But, he was a scenester and old enough to get into most shows so he started to sweet talk a lot of local artists. It didn't take a lot of time for him to become the town bicycle and soon he had slept with most girls who were in a band (and if they hadn't slept with him they must have been lesbian). But, it was never anything more than a one night stand since most people couldn't stand to be around him for very long.

He grew tired of the LA sound quickly though and lost interest in school by the end of his freshman year. Joining up with a mediocre ska band, Turner left college and began touring around the country until he ended up in New York. While he occasionally had dreams about the Wild West and the urge to be there, Turner never took it seriously. Of course these visions meant that he was a tale and a cowboy tale for that matter. Soon he was approached and told that he was essentially Pecos Bill and while he initially laughed in their face for it, Turner eventually came around to the idea of it.

Pecos Bill, from what he understood was just as cocky, skilled at what he did and wary of others who claimed they were hotshots. Not to mention, the Pen turned out to be a great place to crash and meet strange people. Turner quit the band he was touring with and set up shop in New York since he was excited by the music scene. Eventually he picked up a job at a record store and made money as a guitar teacher for kids and teenagers.

Now he's itching to get into another band, but his pride and cowboy attitude gets him kicked out time after time. He's nearly given up, but is actually pretty happy with the life he leads now. Not only can he be a music snob, but he can make money off knowing a lot about guitars.

Personality:
Turner is, before anything else, a hipster asshole. He's the type of guy who would read a music magazine from Japan even if he couldn't understand a word of it. He's the type of guy who would punch a woman because she's never heard of Love Tractor. And the worst part of it is that most people don't see it coming. He dresses and looks like a frat boy who has a grand total of ten CDs, so when he breaks out his music knowledge his victims rarely know what hit them when it's over.

He's a star fucker in the sense that he'll brag about meeting, greeting and essentially sleeping with musicians. If someone says they saw a band in concert, Turner has the need to one up them and launch into some long story about how he knows one of the band members personally. It has nothing to do with idol worship and everything to do with trophy collecting. Like someone who keeps a stack of star signatures at home, the more musicians that Turner meets the more he feels like he's accomplished something.

Because really, Turner hasn't accomplished a whole lot. Unlike his tale Pecos Bill, the Santa Monica native is not what most would call proactive. He likes his job as a music teacher, he loves working at a record store and while he does want to be in a band, Turner has no ambitions to make it. After all, he's a hipster and he's too indie rock cool to want to sign to a major label or turn into the next Rolling Stones. Instead, he just wants his place in history as one of the cool guys. One of the guitarists who did something creative and awesome for music and never sold out. This sort of pipe dream is, of course, quite absurd.

Especially when he can't stay in a band for very long at all. Turner is not a nice man, he feeds off putting other people down and showing off. It's partially because he is Pecos Bill and acting like a cowboy runs in his blood. But, it's mostly because he thinks he's better than everyone else. Very few people in his life impress him and even if they do, Turner has a hard time admitting to it.

the obligatory bit
Turner has managed to take all the bad parts of Pecos Bill. He's not a noble cowboy and could care less about a moral code. Sometimes he'll stand up for someone who's being bullied, but that's only if he thinks he can get laid because of it or simply because he wanted to partake in a good argument. If Pecos Bill is a quick draw with guns, Turner is a quick draw on guitar skills and music knowledge. At his work he'll have small showdowns with regulars and fellow employees over music trivia and usually wins.

I'm not actually sure, hopefully he can eventually get into a band or something like that.
