HTML question

Apparently, I'm my father's resident HTML expert. To the point where he's soliciting my help to all his friends. The only catch? I don't know shit. :D

So. How does one make vertical spaces between columns (sort of like a horizontal rule) that can have colors in them? Is this possible?

Something like this?

Made using tables. I increased the rowspan on each of the coloured columns, and then just set the background colour of the cells to bright green.

Well, I think that's what they want. My dad's friend asked me through him, and I'm supposed to email him with the solution. Really, I have no clue why he wants it arranged this way.

But it sounds good to me! And it looks like simple enough tables that he could teach himself to do them through Webmonkey, which saves me a bit of effort.
