I think it's generally reserved for people who've traveled with the Doctor, but I suppose you could ask him.

He's not always, don't get me wrong. Usually he's brilliant. He just has his moments, just like everyone else.

Perhaps he does not understand human culture? I know I don't - does that make me mean as well? I have hurt people by accident before, I didn't mean to - I thought I was doing something good.
