In my interpretation, Kodocha isn't trying to be like Bobobo. I totally dig Kodocha. As for the "hyper" style, far from being frivolous, it's a technique used in fact to underscore the serious topics. .. at least, that's how it works for me: it's works WITH the anime's seriousness, rather than against it.
I can understand if it doesn't appeal to all people. If you mainly notice the hyperness of the series, it'll undoubtadly appear shallow and without substance. If, on the other hand, the hyperness has you appreciate more deeply the characters, their motivations, where they're coming from, and the ways they relate to each other, then it'll more likely appeal. (IMO, Kodocha is DEFINTELY a shojou anime, drawing from characters and the dynamics between them as the main point of interest, instead of things like plot and action).
