Ive always wondered about that, as Ive heard conflicting songs as I walked down beggars row. Ive noticed most of the conflicts occur with the young uns, like the 15 and below buskers. it might help if the older buskers guide the younger ones into better habit to follow these guidelines.
I myself do not have this problem as I only sing when requested at a bardic circles or at campfires that ask for entertainment, and the only gift taken is food and drink ;)
Rudeness among performers certainly does happen at Pennsic. I once had the odd experience of being asked to stop playing my harp near the food court because, get this, I didn't have a busking bowl out. The gentle in question wanted to busk because he apparently needed the money, I was occupying space that he needed in order make ends meet, and since I wasn't askng for cash, I apparently didn't need the space. Or something convoluted like that.
I've also observed the more garden-variety rudeness that occurs when certain acts just drowning others out.
On the other hand, the rudeness tends to stick out more than does courtesy, even though most people still act courteously in my experience (or at least, they mostly did last year).
