I don't know if any of my friends have seen the season 5 premiere but in the little bit of episode discussion I've seen all the fans seem relieved that Peter made Neal put on a new tracking anklet in the final scene. This surprised me because I had assumed that Neal was doing a sleight of hand switch and putting the old one back on, especially

I wondered whether he was switching them, but decided he couldn't because the tracking data from the two anklets wouldn't be interchangeable.

Neal's certainly got himself into a deep hole. I have to go back and rewatch because I'm not clear on why Neal and Mozzie couldn't have just made the voice recording themselves and sent it in anonymously, without making a deal with Hagen. I guess Hagen had the connections to make sure the recording was used, but I can't remember exactly how it was explained.

Yes, I had the same thought. Surely the evidence was compelling enough that they shouldn't have needed to coerce the panel members.
