This might sound a bit harsh and I really don't mean it to, so don't take this the wrong way!
The requirements of the Education department are very clearly stated in the NMU Bulletin. It outlines everything in there -- from GPA requirements to their policy on repeated classes, MTTC tests, etc. I don't know if you've ever read that, but you should have.
That really sucks, though. I know I've been watching my ass for a LONG time grade-wise, and I'm up to take my only eligible repeat next semester. If I'm not passing by mid-semester, I have to withdraw and take it again. Taking a W is a lot easier than taking the C or D or whatever. I wish you would have know about all of that sooner :-\ Good luck anyhow!
For one, forget special education. Unless that is truly what you want to do, it will do you no good and you will go through a very difficult program for no reason. Special ed will not get you into music.
Secondly, what I'd do from here on out is completely drop education (for now) and get your degree in music performance. Graduate when you can and then go back and get your masters in education/ get certified. At that point in time it shouldn't matter what happened these past couple semesters. It will also make you just as eligible to be a band teacher, since that's how my high school band director became a teacher and he handles the entire music program from 5-12 grades. Good luck and don't get too donw:)
That's also something else that I thought of after I left for class. Something that you might want to do is still take all of the core classes required for a music ed degree (and just count them as electives) and then after you graduate, you can try to get your education certificate elsewhere.
