I would point people to a decent kit and suggest what items could be added to "make it better" rather than trying to "make kits" for people. You really don't need the hassle right now.

Doing it for one or two people is probably ok, but don't make a "non-paying" job of it.

We were thinking only once a year and have a 'packing party'.
So in the spring I would get names, and deliver the kits to a specified event.
This would prevent the ongoing time eating.
