It's not necessarily racist. One article is from AP, while the other is from AFP. It could be that one has a blanket policy against the term "looting," since it's not entirely accurate to report it as such without knowing that the person did, in fact, loot the merchandise. AP, meanwhile, could be less strict about it.
Also consider, the white man and woman (the woman could be Hispanic, from the looks of her) seem to have a handful of foodstuffs, while the black man seems to have a giant black garbage bag full of various things. Keep in mind, too, that you can't really see what's going on outside the frame of this picture, nor do you know where each was headed or came from, or how they behaved during the finding/looting.
Is this, in fact, a case of racism? Possibly, and maybe even probably. But there could be other explanations.
