I was wondering are crossovers allowed? I have a Clint/Ianto Jones series going and would love to write one of the stories in that series for this challenge.

Crossover are allowed. As long as the story is centered around Clint Barton then you can write it.

Is it okay to sign up as artist when the summaries go online? I only want to sign up if there is a story where I want to create arts for.

Yes it is okay for you to sign up when the summaries go up. I have no problem with that.
