A couple of things: he wasn't going into enemy territory. He was using a well-traveled road between two of the major cities of the Free Marches, on his way to visit an old family friend. Also, not that much time has really passed. It's only been, roughly, two weeks between the time he left and the time that Leandra and Hawke speak.
Even if Sebastian went to Tantervale, stayed only a single day, then turned around and came back, it would take about a week and a half. And we know that he will be gone "weeks, at the least" because that's what Sebastian told the Grand Cleric. So basically, not enough time has passed for Hawke to be worried beyond the concern anyone would naturally have for a loved one traveling alone.
I can see where the confusion comes in, since I wrote the later events first, then backtracked to Sebastian's trip. Hope that answers your question.
