the word "annoying" can be interpreted in a lot of ways. what might be annoying to one person might not be to another. vague and nebulous, the law might be abused by a lot of people.

Mr. President annoys me all the time. Can you please put him in jail. Yes it is annoying when he spends millions of dollars and thousands of gallons of oil just to go down to new orleans and give a LAME, borderline depressing speech to survivors of hurricane Katrina.
