Ok, so my University sends out e-mails whenever a crime is reported by a student to alert the rest of the student body etc. this is not the safest city in the world so it typically is a few people getting held up at gunpoint and robbed or such like. Down here everybody talks to everybody else on the streets! It's a politeness thing! I mean if it was 3am maybe but 6am? that's getting up and jogging/going to work time. The only crime here is this girl's presence in an institution of higher education.

and if your response to people speaking to you on the street is to throw your valuables at them, I think you have lost the right to report said valuables as stolen.

Hee, I read this out loud to my youngest brother (who's at an urban campus) and he LOLed. Like, I can understand maybe being jumpy about being approached by a strange dude if nobody else is around, but why on earth would you throw your wallet at him?
