I don't really understand about this event...how come takaki and yabu can join this event when they're still 19?..I meant Yabu's bday is on 31/1 right?

Oh thats because they follow the Japanese calendar when April is the first month. So those whose birth date is before April 1st 1990 is included in today's ceremony. While those born after March 30th 1990 's coming of age ceremony will be held next year ^^
