I don't think you're wrong - just slightly off in your emphasis.

on our street, the only houses or businesses that have shoveled their walks are ours (by me) and our next door neighbor (who is the head of the neighborhood watch program).

if the city has this statute on the books, they should be going door to door writing citations right now. it would be an excellent way to make up the budget shortfall and it would give a good solid kick in the ass to these self-satisfied fuckwads who can't be bothered to take 20 minutes to look out for their neighborhood's well-being.

I think you should file a FOIA request to find out how many citations were issued for inadequate snow removal during this blizzard, and raise political havoc over the matter.
