The most important fact about Mikiya is the most mundane fact at the same time - Mikiya is very, very normal. In fact, he's so normal that normalcy is his Origin. (A fairly complex term used in the series. As the Type-Moon wiki states: 'It is the starting point that defines one's existence and directs one's actions throughout life.'
Here is a more detailed explanation, but I will refrain from going too much into details here for the sake of briefness.) So Mikiya is practically as normal of a guy you could find - he has normal reactions you would expect of a guy his age to things (in fact, if the audience is supposed to empathize with anyone's reactions, it's probably Mikiya's), he does normal things, lives a reasonably normal life. Except on the last point things change around a bit when he meets and gets involved with Shiki Ryougi, and it's then that we see how Mikiya clashes against the rest of the cast. Whereas he is surrounded by people with special abilities caught up in strange situations, he is a strong contrast with them due to his normalcy. Often when people are talking about supernatural phenomena it completely goes over his head, and he often states in the narration (or just in his direct speech) that he didn't understand much of it. He isn't afraid either to label some other people who aren't quite as normal as him as 'weirdos' - he often refers to his boss, Touko Aozaki, as a weirdo (although usually not to her face, but rather in the narration), although she is a rather definite weirdo case because of her personality as well. You could say that among all the crazy people we're shown in Kara no Kyoukai Mikiya is actually a nice beacon of normalness.
That being said, all his normalcy doesn't mean that he doesn't do odd things in a while. We're actually confronted by some behaviour that would probably be considered strange (or just an utter lack of common sense) by other people, but which are mostly derived from his other personality traits. In the second movie when Shiki is suspected of being the murderer in a serial murder case, Mikiya goes as far as stalking her house for days on end; standing outside her window to make sure she doesn't go outside just so he can prove her innocence. Even in the rain and snow, mind you. He's shown to have clear reasons for this behaviour though - it's merely out of loyalty and devotion to Shiki. Later on after he has been assailed by her and nearly killed, Shiki ends up in the hospital and Mikiya still keeps visiting her each week. Even up to a point where even the nurses are starting to call him loyal puppy-kun. You can't say Mikiya isn't a devoted and loyal person. In fact, when Touko tells him to hide his presence by holding an object, he actually breaks this concealment just to yell at a (quite dangerous for a normal person like him) dangerous man to ask him what he did to Shiki. It's exactly this devotion that sometimes brings him through impulsivity or just general bad decisions to these kind of situations.
He also did drugs because he wanted to investigate what it would be like. And apparently he thought the best way to do this was just through direct experience. Again: while Mikiya is often trying to be the voice of reason in a group of (slightly) more crazy people, he doesn't always have the most common sense though.
Mikiya is definitely a very nice guy though. During the story he's often busy helping people out one way or another. He has a good sense of responsibility, and often wants to take care of things or help out when he's not suited to do such a task at all - most of the time because they are up against something supernatural and he is just a regular guy without powers. This doesn't stop him from rushing into things regardless sometimes though. (When Shiki tells him he's an idiot, he just laughs and tells her that he's heard that more often. Probably because of this very fact.) Mikiya tends to butt in on things that aren't his business, if not just to try and help people out. When he finds Fujino in the third movie/novel on the streets, he takes her in for the night even though he doesn't even know her. In that same part of the story he also protects a rapist from a murderer (namely the girl he raped). Therefore it's noticable that he's even nice enough to protect a rapist from being killed, even when he practically deserves it. He does show disgust towards the guy, even as he helps him. Even Mikiya isn't completely nice to people who don't deserve it. He is the kind of person who just helps people out, he could never really harm people. The most he gets to do in the series is stab a guy who is about to kill him in a non-letal spot, and even then he's having extreme difficulties with just the very idea of this act. His niceness is also reflected in his relationship with Shiki. He completely trusts her. Even when all the evidence in a murder case points towards her being the likely culprit, and even finding her himself standing next to a fresh corpse, he still chooses to believe in her against all odds.
The last thing that should be mentioned about Mikiya is his optimism. The guy is ridiculously optimistic, up to a point where he loses an eye due to it being stabbed and can still make jokes about it afterwards and keep an optimistic view (along the lines of him still having another eye and just needing to adjust to a lack of depth perception and the like). His optimism is also apparent in his belief in Shiki (see the paragraph above). Another part of Mikiya where we can find his optimism is in connection to his tendency to constantly help people: even when he's told that people are beyond the point of salvation, he still insists on finding a way to save them. (Even when said people are clearly beyond the point of salvation that even the audience should be able to notice that much.)
So if one would have to describe Mikiya in short, the easiest would be to say that he's normal - at least, for a series full of crazy people - and can sometimes be seen as a bit of an idiot due to his actions, but he definitely always has good intentions behind it all.
Abilities: Mikiya is a very normal human, so he doesn't have any special magical abilities - he doesn't even have many more physical abilities than you would normally expect from a guy his age. The only special thing he has is that he has rather good investigational skills, for example he's very good at fishing up a lot of background information on people and the like. Touko even states at one point that he could even become a good detective with those sort of skills.
