My systems tell me that the temperature is indeed at a quite lower level than the human's body temperature. However it's not at an enough low level for it to be an issue when dressed appropiately with warm clothes so I disagree about it being "bear-y" cold. It's simply cold.

Are your temperature sensors altered? Maybe you caught an infection and that makes it feel colder than it really is.
