I imagined the little brown paper sacks you made hand puppets with in grade school, but if that were the case there might be a bit of a draft issue on the 'ol hoo-ha.

lol, it's a type of waist-band for a skirt (and by extension, the skirt itself). It's not a bad looking style, but it also wouldn't look good on most people.
