Although I haven't taken bellydance classes there, I just started personal training with Cera at Shoebox Studio, and I like her style.

The studio's website: http://www.shoeboxsf.com/about/
Her YouTube channel with samples of their classwork and performances: http://www.youtube.com/user/cerakali

I take classes from her all the time. She is THE bellydance guru for me. And a fabulous person. Becca, check her out!

I think they do a lesson first at Lindy in the Park on Sundays. Christin is big into the lindy/swing scene. I can ask her for more info, if you want.

I've taken lessons at Fat Chance, but I found them a little too New Agey fluffy for my tastes. The dance part, though, was great fun.

You could check out Fat Chance Bellydance who originated the American Tribal Style dance.

Sue of Clandestine also is teaching at Kiki-Yo with classes starting up again in February: http://www.kiki-yo.com/schedules.html

Yes - ATS is based on a shared vocabulary of cued movements so you can dance improvisationally as a group. I like it. And it is a good basis for tribal fusion even if ATS itself is more limiting than you prfer.

Clandestine does ATS-based work I think and I know a few people who have recommended Sue as a teacher though I haven't worked with her myself.

At ODC dance theater you can take classes from Ultra Gypsy's Jill Parker. She is very kind, an excellent teacher, and she takes the first half hour of her 1 1/2 hour classes to work out. It is strenuous and exhilarating.

There is a place on Page and Scott which is a meditation type place that just started offering Tribal style bellydance. I think their prices are good but I haven't tried them out.

I personally like Cera's (at Shoebox) workouts, and she is very cool, but she likes the hip-hop music and aesthetic a bit too much for my tastes. She is very Fusion, but I'm not into hip hop, and I feel that I'm taking a hip hop class during bellydance.

I would totally second the recommendation for Jill -- I've known her about 20 years, and she's amazing. I even actually took a couple of classes and had fun -- me! Do it. :)
