Initial thought: Ruby on Rails is great for Rapid Application Development (aka RAD), so I'd target someone who knows RoR. Failing that, Python plus a decent framework such as Django.
For deeper stuff, let's figure out a dinner time after you get back from the Playa.
(In software development circles, RAD effectively means "Exploring a new, unexplored problem space quickly, and with a good understanding of the fact that you're occasionally going to explore dead-end paths, because you don't know what you're getting into." A good RAD system allows you to easily say, "Oops, that was a bust. Let's junk it" without having to tear everything to shreds. RoR is pretty good at that, among other things.)
