Have you called the SPCA to see if they have any info / can take any action to save the poor thing? I believe it's illegal to torture animals so it might be perfectly legal to destroy the concrete to let the critter loose (call the police to ask?).

That's so sad! Is there any chance the cat is somewhere else nearby and maybe trying to get to his or her home? Maybe it isn't trapped?

agreed man that sucks. Any other access to under the apartment? Def worth calling police and humane society or SPCA etc.

I've verified the cat is down there. I now have photos taken through a small opening with a USB camera, a tiny LED lamp, and a goose-neck.

I've managed to get food and water down there. The poor thing ate hungrily. My watering system needs work though.

I really hope the owner wasn't aware of this cat. Otherwise, perhaps they would like some Amontillado?
