Buddy was furious.

Through force of will the soles of his small soul-feet made big echo-y noises in the great white halls. Childish? Maybe, but look at him; all he’d ever been was a child. The toddler spirit willed the door open without knocking and stomped into the Assignment Angel’s office.

I think making him mute made him a stronger character, after all, as a celestial servant it's not about him. And he understood the little mortal just needed to vent.

That s/he does!

For instance, I put a lot of thought into whether Angi would be married (note the surname change) and realized that she was great not because she was a focused careerist -- concentrating all her time and energy into becoming the world's greatest pediatric surgeon -- but because she instinctively (on this side of eternity, she wouldn't explicitly know her past) seized every opportunity to live life to the fullest, and that included finding a fellow Buddy-spirit to share her life with.
