It might be, but their releases seem sort of random and infrequent to me.

I think part of it is that there's not just some rich millionaire behind the scenes (and let's face a it, a million bucks isn't what it used to be) but that they wait until they have enough pre-orders to make it worth buying the license and doing the subs.

Not an unusual thought in the world of fandom. Back in college my friends, and I said we'd use the money to complete the series Robotech II: The Sentinels.
