In accordance to the laws of nobility, although your blood may be royal, this would not make you Queen unless you were Princess beforehand. Or the Queen left you to rule in her stead. I have heard nothing of this.

Either way, I have been told that the rulers are elected through vote, here, and I think this sort of thing would have been announced before anyone's appointment.
