Since it looks like further city barrier pokings may be going on and I can't really find much OOC info on it & IC stuff can be sketchy...
It's been described by some characters before that when they weren't trying to attack the barrier that their powers just passed through it, is that still true? And if so, could they actually manipulate things outside the barrier? Like... make the ocean water ripple or something? (That is assuming that they can still see a normal 'outer world' outside the barrier?)
If people are fiddling with the barrier but not actively attacking/trying to escape through it/etc will it still react badly back at them?
If the barrier was attacked, is it possible for it to reflect back an amplification of the power directed at it?
Messing with the barrier can have many potential consequences, however, do not expect powers to go through. It's a barrier on all planes, though you can see past it.
Effects are at player discretion to an extent. Messing with the barrier can result in no consequences, the barrier lashing back with equal or even multiplied power, or an electric fence-style effect, or an attack of vertigo that lasts for a few hours or days. It's also possible that characters who are attempting to test the barrier travel away from the City environs with no apparent effect or encounter with the barrier only to find that they are approaching the City from the other side.
