Ah, that would be 'sex where one party is under the age of consent'- British public school, as I say. Older boys take the younger ones as their fags, you know- time honoured tradition and all that. I'm not really sure as there was an 'age of consent' per se, in 1900's England, but we'll assume Bertie was about 14 or 15, with the other boy at 18 or 19.
