Because if you're signed in you can see all your entries everywhere. For example, if you lock an entry, then look on someone's friends page, you can still see it if YOU are signed in. This doesn't mean that they can see it. Try looking when you're not logged in to test if it's working, because if you're logged in then you'll see it no matter what.
