I do not think there is a set number. Most theories point to it being more in regards to the size and how wide the effects of the paradox were.

Also if it were space and time paradox or just time.

I think this place would only count as a single paradox. I mean, if it technically sets us all back right when it's done, it's not really creating a permanent disruption that would last longer than a blink of an eye.

That's a possibility. The whole of Bete Noire existing in paradoxical state, allowing for smaller, personal paradoxes to occur without incident. Can't say it hasn't crossed my mind before.

But sometimes the creation of one paradox closes another and returns it back to it's normal state. so you may think one is open, but the events of another could close it when you're not looking.
