I have a 2.5 gal unfiltered tank. I left for a few weeks and I came back to find my friend didn't take care of little Tony like she said she would. His tank was gross and now he's floating vertically and gasping for air. I've started Maracyn II and Coppersafe treatments, and his water level is only maybe four inches high so he can breathe. I might also add "stress coat", it's definitely soothed my fish while waiting for medicine to take effect. Is he still in the same tank that got dirty? I might put him in a wide-but-shallow plain container with lots of cover while the tank gets a thorough cleaning. Good luck with your little guy! Bettas are pretty resilient, so keep hold out hope for him. <3
