You would be -amazed- at what bettas can tolerate. Just expect a very delicate fish if she's still alive. As long as the doors and windows have been shut, the temperature inside should be somewhat cushioned and (hopefully) closer to the 60s. I think bettas tolerate movement and being transferred from one container of water to another very well, so I might use that in judging whether to warm her tank there or go ahead and move her in the cup. I wouldn't warm her up too fast though, I think temperature acclimation with be a definite need.
If it makes you feel better, we lost power for several days in last year's Halloween snow storm. We had three bettas (and a number of other fish). One betta did die but the others survived. One seemed dead but he perked back up once he got warm again :). They had no long-term issues. The water temperatures got down to the 40s, you'd be amazed what they can survive!
Your best bet is to keep her in a regular set-up but get it warm asap. I wouldn't move her to a cup, that would just add stress.
I'm very sorry to hear what happened! I'm glad you and yours are safe, and don't be too hard on yourself for not grabbing your betta- emergency situations are always chaotic and you just have to make the best decision you can

I would think getting her into warmer water would be the first thing to do. I lived in Alaska and have seen my tank temps drop into the 60's and this was with a heater - so they can tolerate some cool temps but I wouldn't push it too much past that. I also moved out of Alaska to back home to New York (great decision on my part >.<) with 23 bettas in January. It was -40 when we left. That was a 2 week journey and only 2 survived the trip due to the backseat window being OPEN and the -40 air plus windchill blowing on my bettas. I wouldn't worry to much about transporting them - I would be more concerned with the cold water
