There is an individual named Bass that is either purposefully targeting our family, or coincidentally harmed both Donatello and Michelangelo. [Leonardo explains how Bass approached Mike, broke his skateboard and informed him that he'd threatened Don when he was a child. Then how he'd goaded Mike into hurting himself and almost shoved him over the edge of the boat without touching him before pulling him back, thus avoiding punishment by the Captain.]

I don't have a physical description yet, but I'm working on that. Sensei, I humbly request your permission to...investigate this man. And confront him, if need be.

This is good, after all; he'll have all these details ingrained into his memory by the time he needs to put this information to use. A man named Bass, purple, broke Mike's board and told him about Donatello. Mike punched, broke his hand, Bass almost forced him over the edge without touching him before pulling him back up.

Splinter didn't want them to fight right off, and try to resolve it without getting into trouble. The end. Unhappy about it, but Splinter's word is law.]
