I think I'd go with 1:1 just because it's what's familiar, but I have no strong opinion.

I vote 2:1.

I'm okay with either, though I think 2:1 is likely better for a theme with a heavy emphasis on youth.

I don't feel very strongly either way, and think both have pros and cons.

But if you do go with 2:1, I'd suggest trying as hard as possible to find ways to mitigate the possible confusion. Speaking as someone who'd been drifting away just as Persona started implementing that system, it might not have been responsible for my losing touch, but I get the impression that it certainly didn't help either. The less regularly you RP, the more dramatically such time disconnects can confuse you!

The calendar thing is a good start, but I'd suggest maybe some kind of personal timeline reminder widget thing. As in, if you haven't been able to scene for three weeks, you could check it and see that you wrote down "Had lunch w/ Tomoyo" on your last scene, which in game time only occured one and a half week ago-- which isn't all that long! So it could still be fresh in your character's memory, giving you a small thing to latch on to.

I like the idea of being able to make notes on a personal character calendar like that. I should bring that up to the coders when they do the calendar.

I also think a lot of the problems you're having with Persona might not be there, since we're not starting with one time and switching to another. We'd be planning to begin with a certain time progression.

I think I prefer 1:1 because I don't like feeling completely out of sync with normal time - IE, Christmas in July and July in Christmas nonsense as the IC and RL calendars utterly fail to mesh.
