1. Is it possible for a character to not have any Finishers?
2. Would a Banish-flagged attack be useful in breaking someone free of mind control, or is that what we want Purify for? Or will that be a matter of RP rather than combat code?
If someone has what would otherwise be called a Special attack that nonetheless does no damage, only does a debuff, would it still cost 0 Mana, or how does that work? I'm thinking specifically of Sailor Mercury's Shabon Spray.
We're still working on balance things. One possibility we're looking at is to have certain Flags add to Mana cost. In that case, Shabon Spray would have some cost in the end.
But presumably less than a Special that dealt damage? Either way, thanks, I was curious about that.
On a related and hopefully not totally off-topic note, I assume Mercury is going to start out with Mercury Aqua Mist (her first attack in the manga/live action) or something like that along with Shabon Spray, since if you can only KO someone with a Special or Finisher and her only Special is one that doesn't do any damage, then life will be terrible for her. But will Sailor Moon and the other Guardian Senshi get a broader array of manga/live action attacks, too? And how will that compare to the Outer Senshi, who generally have fewer but stronger attacks? Or is this another case of "We're working on balancing things"?
We're planning on going to the manga for cases like that, yeah. They're both canon, and more variety will help, especially with characters who start with one Special and... that's it.
As for the Outer Senshi, they might be stuck with just having fewer Specials. They'll always have Frees.
Specials can. Originally we wanted to limit that only to Finishers, but we decided it wouldn't be fair to those who either don't have Finishers at all or have weaker ones. Besides, with the Morale requirements of Finishers, it would make fights go for really long if the first Finisher didn't end it.
Wait a second. Psyche and... Quip? Can I app Kyouya Takamachi with "You Fight Like A Dairy Farmer" on his special list, or will these flags be able to be free attack'd?
(Slightly more seriously: having an effect flag called "quip" is probably the best thing.)
IIRC, Psyche and Quip are allowed on Frees. Though they may not be. We haven't finished going through all the effects to decide which ones can go on Frees yet.

Free attacks let you flesh out someone's fighting style and are really useful for characters who have lots of varied attacks.

2) That's RP more than anything else. In-series, though, attacks that do that would get Banish.
