It's simple, Microsoft doesn't want people to be able to turn it off so easily; it's what helps to make the OS more secure. While Vista was in beta testing, there was a tool going around called Tweak Vista, which would allow you to disable the security confirmation boxes. In spite of the name, it's not really like TweakUI for XP at all, just has very basic tweaking options for disabling simple things such as security, and a few other things too. Anyway, give that a try.
