That happened to mine on my mom's computer. Granted it's a "hella" old computer w/o iTunes, but her iPod still charges. *shrug* So, to answer youor question - No. Sorry.

There should be some kind of device manager on your PC (on a Mac, it's Apple System Profiler) that you can see if the device is detected. If your computer doesn't realise there's a USB device plugged in, it's not going to charge it.
Also, you might want to make sure it's directly plugged into the computer, not through a hub. Hubs only can give so much power (especially a nonpowered hub) and an iPod sucks down a lot. :) Could be that it's not getting enough juice to charge.
Apart from that, reset it, and if the issue persists, restore it. :)
