I am reminded of a bit from "Yes Prime Minister" where Sir Humphrey and a Head of Drama are discussing funding for the arts which goes something like;

Sir Humphrey: "The Prime Minister resents the fact that you only put on plays that are against him."
Head of Drama: "that's because no one has ever submitted a script that was FOR him."
