Seriously, cuts in government spending affect the poor and basic services not only because of the reasons you mentioned, but because that's where cuts can EASILY be made.
If you were to cut, say, the military budget, you would have to cut out billions at a time. Then, some crazy nut who thinks that we AREN'T the strongest country in the world about a thousand times over would start screaming about how we don't care about protecting our future. They care about being bombed from people who can't afford to buy food, rather than being afraid that in two generations, our children will be unable to read or form coherent thoughts.
