I often change my mind about how complicit and/or villainous Gabriel and Regan are, but I usually think that the scene about the Dedicated Source Box is partly there to show that he didn't mean it when he said he refused to let Simon have Internet access one, so he probably didn't mean it about refusing to help Simon if he got in trouble again. (Also, as we see from Serenity-the-Pilot, the standard of Future Humor in Space is pretty low, so Gabriel probably thought he was being hilarious.)

Who knows, Gabriel might find the "Kaylee's dead" moment hilarious, too, should he ever hear about it. He and Mal could get in some bonding and/or swap stories about Simon being annoying.

They'd probably get into major horn-butting about who gets to be River's Daddy.
